The course begins by explaining that all policies originate from public problems, which are issues affecting large groups and requiring government intervention. Tools such as root cause analysis, the Five Whys technique, and problem tree analysis are introduced to help learners deeply understand underlying challenges. A strong emphasis is placed on evidence-based policy development, where both quantitative and qualitative data—such as surveys, administrative records, research studies, and community input—are used to inform decisions. The course also highlights the importance of stakeholder analysis, identifying key actors, their roles, interests, and influence in the policy process.
